In simple terms, if the Accept-Language HTTP header is from a search engine, a hidden version of the website is offered.

Therefore, instead of redoing the entire website in simple HTML, they create content-rich web pages and provide them to search engine crawlers and flash pages to visitors. A good SEO technique requires having a “TEXT to HTML” ratio that is as high as possible. In other words, the web page must have more text (content) compared to HTML tags.

But if someone is writing short articles or posts, the text-to-HTML ratio will be very low. To avoid redesigning their website in these scenarios, people choose cloaking to comply with SEO guidelines. Here, JavaScript can be used to display content to a non-JavaScript enabled user that matches textual information within a Flash or other media element. A common question is: Is there something called white hat cloaking?
